emergency crews in christ church, new zealand in picking through the rubble looking for survivors of yesterday's 6.3 magnitude earthquake. meantime the death toll continues to rise. jenelle wang is live in the news room with new pictures out of christ church. jenelle? >> eric, new video is emerging of the horror and tragedy of christ church. >> you can see buildings crumbling and the dust that consumed the city after the 6.3 magnitude earthquake hit during the height of the tuesday workday. police have enforced a 6:30 p.m. curfew saying anyone out and about during this time will be arrested, mostly for their protection. buildings are at risk of crumbling even more as aftershocks continue to run through the city. as many as 300 people are missing. earlier today cheers erupted

when research and rescue teams found survivors. some needed limbs amputated to get them out. police say they are 100% certain no one trapped in the rubble was alive and have moved rescuers to other locations. >> at the end of the day we have to make that choice. >> more pictures of the disaster. homes destroyed, roads buckled, teams with dogs looking for any signs of life. severe cuts to water, power in many sections of the city. shelters are overrun with

people. if you want to see photos, you can go to abc7news.com. we have more information there and we're following all the developments here in the nuts room and i'll bring you more in the next half hour. jenelle wang, abc 7 news. >> jenelle, thanks a lot. it's 5:02. the san francisco police commission will take up the controversial issue of arming officers with tasers. the police chief has been pushing hard for them. you can expect heated debate along with a vote. amy hollyfield is live at the hall of justice with details. >> kristen, are they effective? can the city afford them right now? these are the questions the commissioners have been asking. supporters point to tasers as a nice alternative to the police baton or firearm. they call them a less lethal option. george gascon has been a big proponent of it is a sers. he commissioned a study that shootings could have been

avoided if the officers had tasers. gascon asked the police commission last year for tasers but was rejected. police administrators feel so strongly they're going to ask for them again tonight. a fresh issue tonight, one of the new members say she will likely vote against them. a tough fight for the police. opponents worry that tasers are not safe. hundreds of stun-gun related fatalities. the aclu is watching this closely and providing with caution. amy hollyfield, abc news. >> it's 5:04. a judge is expected to decide whether the city of oakland can use a court-ordered injunction. the injunction would ban 40 accused gang members from associating in the fruitdale district. many say they're wrongly accused

and at least 15 clients have been arrested in the past two years. supporters say the gang crackdown is lowering crime in communities. >> apple shareholders are having their annual meeting today where they plan to force the company's board to disclose the succession plan driven by fears steve jobs may never return from medical leave. terry mcsweeney is live at apple headquarters in cupertino. terry? >> yeah, they've got some big announcements coming up and much of this fear is a result of video obtained by radaronline. take a look at that video. it shows apple ceo steve jobs looking very, very thin. he's been on medical leave a month now. you see him unsteady on his feet. reported jobs is receiving treatment at the same cancer clinic that movie star patrick

swayze visited as he fought and lost his battle with cancer. he's diagnosed with a rare form of pancreatic cancer. we're in the dark right now what exactly is the reason for his current medical leave. uncertainty is not something investors will tolerate. take a look at a picture from just last week. steve jobs among many heavy weight ceo's offering a toast. a picture that really doesn't show you a whole lot about steve jobs but today shareholders vote on a resolution forcing the apple board to disclose its plan if jobs is gone for good. they also wanna see if jobs is going to be showing up next week when the next i-pad is unveiled in san francisco. now, analysts are looking at apple and they say this is a "well-oiled machine." some are saying. and that with or without jobs it's going to go ahead as planned. stockerholders not so certain. they want to plan a succession.

terry mcsweeney, abc 7 news. >> terry, thank you very much. it's 5:06. the state public utilities commission will vote tomorrow on a proposal that takes a tougher stand on gas line safety. part of the proposal will put hearings and findings about last september's san bruno pipeline explosion into one administrative proceeding that would be mostly open to the public. consumer advocates i complain they were kept out. they consider safety standards, tougher rules on pipeline record keeping and better protection for whistle blowers who report pipeline problems. >> the financial pressure state employees are feeling in wisconsin could visit counterparts here in california. california assemblyman allen mansaur has introduced a bill that will limit the collective bargaining power of state employee unions. he says state employee pension funds are bankrupting california and the taxpayers have no voice

to fight it. union members rally from oakland to the state capital and say they're being made scapegoats. >> a lot of people made a lot of money selling subprime mortgages and that whole debacle. now after the bailout, they're attacking unions and attacking the working people of this country. >> we've been working on pension reform for a long time. it's clearly been an unsustainable, unmanageable problem that we've been trying to address. >> well, wisconsin's republican stripping them of power. >> time now 5:08. hearing that snow levels may get lower and lower. let's find out from mike where he thinks it's gonna be. >> i know. we'd like to know. it's been decades since we've had snow in san francisco. >> '70s. north bay above a thousand feet. this starts tomorrow afternoon and goes through friday afternoon. that's the big weather story, that we'll have an accumulating snow down to at least 1,000 feet up in the north bay hills. here's a look at the big picture. you can see a few clouds starting to push into our sky from a storm to the west. we'll call is partly cloudy today. temperatures will run pretty much in the low to mid-50s. not quite as warm as the upper 50s to near 60 we had yesterday. plus it's going to be breezy today. winds kick up out of the northwest 10 to 20 mph this afternoon. that will also put a little chill in the air. as far as the pollen, frances hasn't been sneezing as much this morning but the tree pollen is still pretty high. maybe she took some medicine. here's a look at your accu-weather 7-day forecast. rain around till about noon tomorrow and then those snow levels drop from thursday into

the nasdaq climbs nearly 3% yesterday. oil is surging. grows to nearly a three-year high in overseas trading this morning. a new study says they've fallen to their lowest point since the housing bubble burst. prices have further to fall. and some high-end airline fares are now more costly. this week five carriers increased airline tickets up to $50 first class. that's your "moneyscope" report. >> it's 5:14 now. good morning. commuters who ride on golden gate bridge transit buses and ferries will likely see a 5% fare increase beginning july 11st. the golden gate bridge district finance committee is considering setting up public hearing for the hikes when it meets tomorrow. the proposed hikes would continue through 2015 to solve

the district's five-year $89 million deficit. >> recycled water in two east bay cities, the delta diablo district is considering a turbine. it would provide two-thirds for the power of delivering recycled watered. they've sent the proposal before antioch leaders. critics worry it may obstruct views or trap birds. >> watching the images of the new zealand earthquake is bringing back memories of quakes here in the bay area. when the quake hit in 1989, an estimated 28 to 30% of california homeowners had earthquake insurance. now according to the insurance information network of california only about 12% of homes are covered. fewer than 10% of businesses have insurance. the insurance is not cheap but experts say it is worth it for homeowners to check into the added coverage since properties

in many areas have become less extensive to insure. their latest target? car doors. thieves are targeting jeep wranglers in particular. doors are pretty easy to steal and once stolen very easy to sell online. a growing crime first started in the midwest. >> it's a pin and doors kind of sit on there. if you leave your doors unlocked, people come along at nighttime and smash both your doors. >> replacing the doors cost about $1,000. >> say bay area woman has come up with a simple idea that could go a long way towards solving the country's economic problems. >> if every business in america, small and large, hired just one or created one new job, imagine what that could do for our

have some clouds outside and that has kept temperatures up in some areas. we have low to mid-40s around antioch, fremont, oakland, san francisco. mid to upper 30s for the rest of us. we have 39 in gilroy. as you head closer to the bay we have low to mid-40s. highlights, partly cloudy and breezy today. the chilly showers, they arrive tomorrow. the snow will start mixing in tomorrow afternoon and the snow level will drop down to 500 feet friday evening. as far as temperatures today, well below average in the low to mid-50s. when that breeze kicks it up 10 to 20 mph, a little crispness in the air compared to yesterday. mid to upper 50s gilroy, 57. more cloud cover tonight, not quite as chilly. confined to cloverdale, santa rosa, napa, fairfield and morgan hill. those are mid to upper 30s. the rest of us will have low to

mid-40s. here's a look at the system to our north. it's stationary right now. just banking at this system and we'll start moving it as we head later into the afternoon hours today. right now just kind of gathering its thrust, if you will, and by 11:00 tomorrow you'll see rain starting to move into the bay area. say the overnight hours, that's when that snow level starts to drop in the north bay and we start getting that accumulation of snow. by 5 p.m. the snow level down to 500 to a thousand feet. accumulation across the bay area, even let's say elevated surfaces like cars and trees down to 500 feet. now, here's a look what's going on. all these areas under a winter storm watch. lake county, parts of napa, sonoma, and marin county above 1,000 feet. this is a winter storm watch from thursday evening until friday.

could get 1 inch of snow 1,000 feet. 2 inches near 1500 feet and half a foot of snow, more than half a foot over 2500 feet. and that system will hang around and dust the rest of us with snow through saturday morning down to about 500 feet. temperatures will be in the 40s friday and saturday. sunday we see a lot of it melt as temperatures hit the low to mid-50s. maybe get to 60s before chance of rain on tuesday. have a great day. here's frances. >> cold days ahead. no trouble still on the freeways. 680 walnut creek looking good as you make your way through the ceremony valley or southbound highway 24. we'll show you a live shot of the san mateo bridge. if you're leaving foster city in san mateo, eastbound traffic moves well into hayward and no trouble into 880 through hayward and oakland. as you continue westbound, traffic is a little more crowded on the westbound side. the south bay we'll check out 101 and 880 in san jose.

it's early at the bay bridge toll plaza. you can tell because, look, it's fairly empty this time of morning. i can almost guarantee this will change in just about an hour. frances is keeping track of these things and will tell you what's going on in your traffic report in just a couple minutes. >> san jose's budget crunch could force the city to get rid of its mounted police patrols unless it receives enough private donations to keep the unit going. according to the san jose mercury news, the mounted unit is set to end about june 30th. $140,000 in donations is needed to save it. that's just a start. another $140,000 would have to be raised by september to keep the unit going through the next fiscal year. >> authorities are looking for an armed robber who had a problem finding his gun while holding up a convenience store. police looked at the surveillance video. they say the suspect about to rob the store had to go through every pocket in his backpack to

look for a gun. he even walked out of the store for a minute looking for it. when he comes back he pulls out a handgun from his pants and orders the clerk to hand over the money before getting away. investigators say they don't know what happened, but they say it was a long time to spend during a robbery. >> listen to this. we're getting our first source at teen idol, justin bieber's new 'do. yes, justin has gotten his haircut. it happened a couple days ago. the 16-year-old says the new hair 'do makes him look more mature. he's selling the locks for charity. a random survey of fans show they prefer the old justin look, a signature mop top that has been copied by thousands of young boys. it's going to become a defining thing for them like the rachel 'do on friends for jennifer aniston. maybe he wants to not be known as just the haircut.

proposal to begin equipping officers with tazers. it's a wednesday, 5:29. thanks for waking up early and joining us. i'm kristen sze. >> i'm eric thomas. in christ church, new zealand, soldiers and firefighters looking for survivors of yesterday's quake and thousands of families waiting for word of their loved ones' fate. >> nighttime now in new zealand. they are enduring their second night out in the elements. police enforced a strict nighttime curfew saying anybody out and about in certain areas of christ church will be arrested. mostly for their protection. buildings are at risk of crumbling even more as aftershocks run through the city. the death toll is now at 75 and as many as 3000 people are missing.

over at a tv station, it's feared 15 employees and 10 visiting japanese students were trapped in the building when the earthquake hit and authorities says there is no hope they are alive. other areas rescuers were able to pull out survivors. residents in christ church are recounting those horrifying moments. >> managed to get out. didn't even look behind me. just ran. >> dropped. people to communicate with. >> around christ church and the outlying areas more pictures of the disaster, homes destroyed, roads buckled, as you can see. cars completely damaged. teens using thermal cameras and dogs for signs of life. phone service in many parts of the city and 15,000 people and shelters are overwhelmed to see video from new zealand. you can go to our website abc7news.com. countries from around the world have sent search and rescue

teams to new zealand including the u.s., australia and taiwan. live in the news room, jenelle wang, abc 7 news. >> to see video from new zealand by the way and photographs just go to our website abc7news.com. the mount diablo school board announced tonight it's found a way to keep two schools from closing. silverwood and westwood elementary were both on the chopping block to help save the district $1.5 million. the board said they would try other cost-cutting measures first. earlier this month the trustees closed the elementary. >> they want the company to show them what the cupertino company would look like without steve jobs at the helm. terry mcsweeney is live at apple headquarters. terry, a lot of this rides on a videotape of jobs.

>> yeah. there was a lot of concern about steve jobs already, but it was heightened dramatically by the release of video by radaronline.com. take a look at that video and you'll see what we're talking about. a very thin, very, very thin steve jobs and apparently very unstable on his feet in this video. he was diagnosed with a rare form of pancreatic cancer back in 2004, had a liver transplant in 2009. he's on medical leave now and there's no official word on why he is on medical leave now. today shareholders vote on a resolution forcing the apple board to disclose exactly who takes over if jobs does not come back. now take a look at a picture from just last week. l.a. times with a great article today and it answers the question who might take over and it's not one of the ceo's who toasted with president obama and steve jobs last week. the times article talks about apple's dynamic leaders, people you probably never heard of.

they've got chief operating officer tim cook. they have ron johnson who is overseas 300 plus apple stores. eddie queue, vice president of internet services, a host of leaders. they say do not worry about the company. they understand people's concerns about steve jobs' health but the health of the company, they say don't worry about it. it is not one person, it is a whole lot of people and very talented people running the show at apple. terry mcsweeney. >> san jose police are asking the public for information on a fatal car crash that happened near a high school last night. the car slammed into a light pole killing the 18-year-old passenger and sending the 18-year-old driver to the hospital. we don't know the extent of his injuries. the accident happened about 7:00 last night. neighbors heard the impact and called police.

investigators are hoping any possible witnesses will call them with more information. >> the task force in contra costa county will not begin again until investigators have a chance to audit and inspect the entire force. that after the commander in charge norman walsh was arrested on charges of stealing and selling drugs that had been seized during raids. he was helped by christopher walsh. both were arraigned last week. the prosecutors say the two sold marijuana, methamphetamine, steroids and other drugs. they'll be back in court next week to enter pleas. >> a child playing with matches started a san jose apartment fire that became fuelled by a natural gas leak. the flames broke out about 8:00 last night at a condominium building. firefighters had to leave the structure after discovering an open gas line in a burning unit. it took them two hours to put out these flames.

one tenant suffered smoke inhalation. two dozen more were forced out of their homes. investigators say a boy was playing with matches in one of the units and apparently lit a couch on fire. >> construction crews are about to do something on the golden gate bridge they haven't done since the span opened in the 1930s. a three-year long project to clean, renovate and paint the bridge's massive main cables starts today. crews will set up scaffolding to complete the work and start on the southwest side of the bridge and work their way around. it could mean cyclists will have to walk their bikes on part of the span. >> 5:36. we could get some very interesting pictures. >> oh, yeah. mike's been lovin' this. this is a great week for meteorologists. >> yeah, snow. unbelievable how low it's gonna go. >> exactly. we're talking about something that hasn't happened in nearly 35 years. yes, it is a very exciting time and you may not like the snow

but it won't hang around very long, that's for sure, especially when the sun comes up saturday. live doppler 7 hd, i've color-coded the areas where the winter storm watch is. higher elevations 1,000 feet in the north bay. it goes all the way as you can see to mount tamalpais. about 2 to 4 inches around 1500 feet. above 2500 feet? could get more than 6 inches of snow. but that's tomorrow. let's bring is back into today. good morning two. here we go with temperatures this wednesday morning around 8:00 upper 30s to mid-40s. by noon partly cloudy but we have temperatures in the low to mid-50s. the big story, the breezes that will kick in the afternoon and hold our temperatures low to mid-50s. ten to 20 mph and the extra clouds will keep us a little cooler. watch out for that pollen, three pollens today. mix with snow tomorrow night all the way down to around 500 feet

role in the leaner, meaner space agency of the future. nasa aims would become the home of the emerges space office. that office would be given the job of partnering with private industry to build and operate rockets to replace the space shuttle which will stop flying this year. the president's budget allocates $850 million to help private companies develop their space programs. >> the city of santa clara without funding the new 49ers stadium could be in jeopardy. lisa amin gulezian reports on a vote taken by the city council. >> those for and against building a new stadium for the 49ers in santa clara continue to voice their opinions but now governor jerry brown has proposed dissolving redevelopment agencies and in santa clara, redevelopment money is supposed to help fund the stadium. so city leaders decided to accepted a clear message to sacramento. >> what we wanna do through

these actions is confirm the very excellent programs that our redevelopment agency has been able to bring to the city of santa clara. >> the city wants to show the governor the stadium deal is already in the works and redevelopment dollars shouldn't be taken away. but losing that $42 million could create an unexpected stumbling block. >> we're counting on that fund. we're expecting that investment to be there. >> the 49ers are putting the majority of the $937 million project for the city's vice mayor refuses to say the deal is dead without the redevelopment dollars. though there is no formal plan b, the city says private donations may have to fill the gap if it comes to that. residents meantime made their pleas to the council. >> it will be very beneficial to our whole area. >> they have lied enough and it's time to stop it. i applaud governor brown for what he's doing in stopping the misuse of funds. >> those who oppose the stadium vow to keep fighting.

hundreds believed to be trapped in buildings. more than 100 people have been rescued. >> the mount diablo school board in concord said it will not close anymore schools this year. the board voted earlier in month to shut down glenbrook and whole brook elementary next year. they were going to decide last night closing a third school but the school board decided to pursue other cost-saving measures first. >> the commission will take up the debate on tasers again when it meets tonight. it was nearly a year ago when the commission rejected the chief's proposal to arm the police department with the weapons. the outcome could be different this time with three new commissioners on a panel. the very latest on these stories coming up at 6:00. >> right now it's 5:48. the officers, prosecutors and judges responsible for putting three kidnappers behind bars 35 years ago will come together in san francisco today to ask that the men be released. james shoefelled with his brother richard and his friend

san jose, oakland and san francisco. mid to upper 30s for everybody else. around the monterey bay, we have low 40s for santa cruz, watsonville and inland salinas and not far behind gilroy 39. monterey though 48 degrees. partly cloudy and breezy today. that's our first highlight. chilly showers starting tomorrow and the snow level dropping down to 500 feet by friday evening. for today partly cloudy. a breeze 10 to 20 mph so a little brisk compared to yesterday. around the monterey bay we'll have a breezy afternoon with mid-50s here. inland mid to upper 50s. more cloud cover, that means not quite as chilly tomorrow. fairfield, napa, santa rosa and cloverdale, mid to upper 30s. the rest of us low to mid-40s watching all the cold air just pool along the stationary front. it's not moving so all that cold air just waiting and it gets

dislodged as we head through this afternoon. let's head all the way to about 6:00 this evening. you can see the rain well to our north. by tomorrow morning looking pretty dry but those clouds you saw will keep our temperatures up. the rain moves in around noon into the north. southward during the afternoon and into the evening hours. 7:00 we start to see the snow levels drop down in the north bay through 7:00 in the morning friday. during the day the snow levels will hang around, say 1500 feet in the north bay. by 7:00 friday look at the snow level drop all the way down to 500 feet. we will see snow all the way down to the surface at sea level. it just won't stick. it will stick around 500 feet on elevated surfaces. winter storm watch thursday evening to friday evening for the north bay hills. 1 inch of snow above 1,000 feet. 2 to 4, 1500 feet and more than 6 inches 2500 feet.
